David Lubarsky
David Lubarsky, M.D. is the vice chancellor of human health sciences and CEO for UC Davis Health (UCDH). He oversees multiple top 50-ranked entities – UC Davis School of Medicine, Betty Irene Moore School of Nursing, UC Davis Medical Center, and the children’s hospital. Dr. Lubarsky has launched nation-leading teaching models focused on whole person wellness, team-based care, precision medicine-based therapies, and technology innovations while maintaining a patient-centric ethic. Since joining UC Davis Health in 2018, Dr. Lubarsky has recommitted the organization to expand underserved care while creating a sustainable economic model, positioning UCDH as a Medi-Cal patient care leader. He established groundbreaking partnerships with governments, entrepreneurs, technology companies and other health systems to extend rural care, while enhancing service to Sacramento’s urban core. A committed academic physician, Dr. Lubarsky has published over 100 peer reviewed publications, multiple books, and delivered hundreds of lectures. He is a UC Davis professor of anesthesiology and nursing, faculty member in the UC Davis Graduate School of Management Graduate Group, and a national expert on behavioral economics in health care incentive systems, pharmaco-economics, health policy, and simulation-based optimization of high acuity, high resource use in hospital environments.
Dr. Lubarsky earned his Bachelor of Arts in history (1980) and medical degree (1984) at Washing-ton University in St. Louis and was the first graduate of their Scholars Program in Medicine. He completed an anesthesia residency and a fellowship in cardiovascular anesthesia and clinical re-search at New York University Medical Center. He received his MBA (1999) from the Fuqua School of Business at Duke University, graduating as a Fuqua Scholar and the valedictorian of his class.
